CEF was established in 2000 to empower marginalized women in Puttalam District in Sri Lanka’s North Western Province. CEF advocates with government authorities on behalf of vulnerable communities, supports the development of community-based organizations, provides vocational training and micro finance assistance, raises awareness about public health issues and addresses violence against women and children.
