GARR was created in 1991 in response to the first major waves of deportations of Haitian immigrants by the government of the Dominican Republic. GARR works to promote and defend the rights of migrants and refugees in Haiti through advocacy, rehabilitation programs and the provision of legal and humanitarian aid. Since the 2010 earthquake, GARR has also been working actively to promote and defend the rights of displaced persons.
