PRC was founded as a coalition of community councils in Buenaventura’s municipality to support marginalized Afro-Colombian communities impacted by the armed conflict. It is part of the national Afro-Colombian movement known as the Process of Black Communities.

To strengthen the community councils' organizational capacity to advocate for and implement an alternative sustainable development plan and comprehensive humanitarian aid based on a human rights framework.
